NOAA Outlines Significant Concerns on DEIS
On February 17, 2010, the National Oceanic and Atmospheric Administration’s (NOAA) National Marine Fisherises Service (NMFS) submitted a letter outlining its “key issues of concern” with the DEIS.
NOAA observed that “[t]his action is unprecedented in the Pacific as it is the largest troop movemenet since World War II, includes the largest dredging action in US history and touches every aspect of the environment, community, culture and economics on Guam, and to a lesser degree in the CNMI.”
