The headline on the first story, “Guam set to oppose relocation of 8,000 Marines to island from Okinawa” I think is misleading.
I’m not convinced that the elected leadership is set to oppose this; what I think they are putting in place are arguments for a billion dollar-plus more in infrastructure improvements, a slower paced build-up timetable, and reductions in some of the impacts.
By being increasingly forceful about the conditions for a build-up, Guam’s elected officials now seem less willing to compromise, and that could lead them — at some point — to the conclusion that that they have no choice but to reject the build-up.
That said, I think Guam’s elected leaders remains some ways away from being “set to oppose” the build-up. At this stage, they are only warning of the possibility of opposition.
